The Network Startup Resource Center (NSRC) and Internet2 are pleased to announce the NSRC-Internet2 Global Fellowship recipients for Technology Exchange 2024, Dec. 9-13, in Boston, MA.
Through this fellowship program, the NSRC and Internet2 have increased international participation at TechEX, which in turn enriches the conference for all attendees by incorporating diverse voices from around the world.
Further, the fellowship program helps more people work together to improve their networks — both human and technical. Since beginning their partnership in 2000, NSRC and Internet2 have been able to sponsor more than 15 international fellowships.
“Jointly sponsoring international fellowships for TechEX by Internet2 and the Network Startup Resource Center brings together talented leaders from different world regions who represent their research and education networks,” said Steve Huter, director of the NSRC and RouteViews at the University of Oregon. “Through the relationships strengthened at TechEX, the fellows advance their own technical skills while bringing distinct in-the-field perspectives that enrich the Internet2 community. Together, the network operators drive coordinated efforts to enhance the global research and education network fabric.”
Meet the 2024 NSRC-Internet2 Global Fellowship Recipients
Nicholas Mbonimpa is the CEO of the Research and Education Network for Uganda (RENU). Mbonimpa has more than 10 years of experience in data network planning and design, and he previously worked as the chief technical officer for RENU from 2014 to 2018. Before that, Mbonimpa worked as a data network planning engineer for MTN Uganda and as a satellite systems engineer for iWayAfrica Uganda Limited.
Hellen Nakawungu is a computer scientist currently serving as the head of the systems and software department and the coordinator of the cybersecurity team at RENU. Having transitioned through various roles within the technical department at RENU, Nakawungu brings expertise and a hands-on approach to her work.
Nakawungu leads impactful projects focused on enhancing ICT infrastructure, including the expansion of eduroam through Metro eduroam, the deployment of LoRaWAN technologies, and services such as Campus Network-as-a-Service. These initiatives aim to empower universities, technical and vocational education and training schools, and schools with reliable connectivity and advanced tools to support education and research.
Nakawungu is passionate about artificial intelligence and actively explores how emerging technologies can address local challenges. She is also deeply engaged in international collaborations, serving as the African representative on the Global eduroam Governance Committee (GeGC) and as a member of the REFEDS committee.
Emmanuel Togo is a seasoned technology professional with a robust background in both technical and strategic disciplines. He holds a bachelor of science degree in computer science and physics, a master’s degree in computer engineering, and an MBA in finance, which provide him with a unique combination of technical expertise and business acumen.
Togo has played a pioneering role in advancing network infrastructure and education technology in Ghana. As the network manager at the University of Ghana, Togo spearheaded the deployment of one of the largest and most cost-effective wireless networks in the country, utilizing managed access points to enhance connectivity and accessibility across the campus. His innovative approach to network management has set a new standard for educational institutions in the region.
In addition to his work at the University of Ghana, Togo is currently on a two-year leave of absence to serve as the chief technology officer for the Ghanaian Academic and Research Network (GARNET). His appointment at GARNET is part of a strategic initiative to consolidate and strengthen the organization as it embarks on an ambitious expansion. One of Togo’s primary goals in this role is to build technical skills and capacity within GARNET member institutions, ensuring they are well-equipped to meet future technological challenges.
Togo is also a passionate mentor who is committed to the professional development of young network engineers. His leadership has been instrumental in shaping the future of the industry, and he was a key figure in the establishment of GARNET, a crucial initiative aimed at enhancing research and educational collaboration.

The NSRC Fellows will be recognized at TechEX on Tuesday, Dec. 10, at the I2I lunch session, “Creating Career Development & Growth Opportunities for a Diverse Workforce.”
